Bar Municipality has launched public procurement procedures estimated at more than 6.2 million euros for roads, parking, playgrounds, sports facilities and public spaces. The planned works are intended to improve access to a new kindergarten, expand parking capacity and provide public amenities in several parts of the municipality.

The largest project covers transport and utility infrastructure around the new kindergarten in Topolica, within the Topolica–Bjeliši Detailed Urban Plan area. It includes building two roads and reconstructing an existing one, as well as parking spaces, utility infrastructure, street lighting and improvements to the surrounding area. The estimated cost is 2,541,000.00 euros. The works are intended to improve access to the future kindergarten and create a more functional environment for children, parents and other residents in the area.

A separate tender covers reconstruction of the road in Jovana Tomaševića Street on Topolica, near the Zlatiborske and Spuške apartment buildings. The estimated value is 1,709,520.00 euros. The project includes work on the road surface, parking and pavements, upgrades to street lighting, planting greenery and installing park furniture in line with residents’ expressed needs.

Playgrounds and parking plans

Bar has allocated 1,785,869.25 euros to improve seven children’s playgrounds and sports grounds. The projects include work on two existing playgrounds on King Nikola Promenade: one near the monument to Uroš Tošković and another near the area known as the “horseshoe”. New or improved playgrounds and sports grounds are also planned in Polje, Zaljevo, Dobra Voda, Pečurice and Velja Gorana.

The municipality has also set aside 242,000.00 euros for technical design documentation for a public garage on Topolica. Preparing the documentation is intended to create conditions for increasing parking capacity, improving public order and providing better living conditions for residents; the allocation is for planning, not construction of the garage.

Dušan Raičević, president of Bar Municipality, described the investment cycle as part of ongoing local government work to improve residents’ quality of life and support balanced development across the municipality. “Through these projects, we want to respond to the concrete needs of our citizens,” he said. He said children need “safe and well-maintained spaces for play and sport”, while neighbourhoods need “better roads, more parking spaces and better-maintained public areas”.

Raičević said Topolica required further transport and utility improvements alongside the new kindergarten and other new facilities. He also said the playground investment aims to make amenities more accessible to children and young people “regardless of which part of the municipality they live in”. The planned works are intended to improve transport links, public spaces and access to local facilities.
