Montenegro’s Minister of Finance, Milojko Spajić, engaged in discussions with Ali bin Ahmed Al Kuwari aimed at enhancing the economic cooperation framework between Montenegro and Qatar. The dialogue focused on taxation and investment protection, forming part of Montenegro’s strategy to attract foreign capital and diversify its investment sources beyond traditional European partners.
Key topics included the development of agreements to avoid double taxation and mutual protection of investments. These agreements are intended to eliminate significant legal and fiscal uncertainties for businesses operating in both countries. Montenegrin officials indicated that the lack of such agreements has hindered bilateral investment, particularly from major institutional investors seeking stable legal environments.
The proposed double taxation agreement would ensure that income and profits are not taxed in both jurisdictions simultaneously. Meanwhile, the investment protection treaty aims to provide safeguards against expropriation, guarantee fair treatment, and facilitate international arbitration for dispute resolution. Collectively, these instruments are seen as essential for attracting Gulf-based sovereign and private investments.
Further discussions included potential collaborations with Qatari state-backed investment entities such as the Qatar Investment Authority and Qatar Investment Advisory. Montenegro is looking to highlight priority sectors like tourism, infrastructure, energy, logistics, and real estate development as viable platforms for long-term investments aligned with Gulf investors’ strategies.
Both parties also emphasized the significance of enhancing physical connectivity, identifying a potential direct air link between Montenegro and Qatar as a practical measure to facilitate business travel, tourism, and closer institutional collaboration.
Spajić noted that Montenegro’s ongoing alignment with European Union regulatory standards enhances its attractiveness as an investment destination by providing access to a stable legal framework and serving as a gateway to European markets. Strengthening ties with Qatar is viewed as complementary to Montenegro’s EU-oriented economic strategy by expanding its international investment landscape.
The discussions indicate a shift from political dialogue towards actionable legal frameworks, with the anticipated signing of tax and investment agreements expected to significantly enhance economic cooperation between Montenegro and Qatar.
