The blue economy potential in Montenegro’s coastal regions

Montenegro’s coastal economy has primarily focused on tourism, real estate, and maritime leisure, while the productive sectors associated with the Adriatic Sea remain underdeveloped. The areas of fisheries, aquaculture, seafood processing, cold-chain logistics, vessel services, and marine technology currently generate a limited proportion of the overall value derived from the coastline. This situation presents a significant opportunity for Montenegro to diversify its economy beyond seasonal tourism through the development of a robust blue economy.

The foundation of this potential lies in wild fisheries, where the aim is not merely to increase catch volumes. Given that fish stocks are finite and environmental considerations are becoming increasingly critical, the focus should shift to enhancing the value derived from each kilogram of fish landed. Improvements in landing facilities, ice production, grading processes, cold storage solutions, and traceability measures could significantly benefit smaller fishers. Additionally, establishing producer organizations and shared logistics could enhance their bargaining power while ensuring restaurants and supermarkets have access to a more consistent domestic supply.

Seafood processing plays a crucial role in bridging the gap between fishing activities and higher-value markets. Fresh fish sold directly at quayside typically has limited shelf life and distribution capabilities. However, products such as filleted, smoked, frozen, and ready-to-cook seafood can reach both domestic and international customers while yielding higher profit margins. Enhancements in packaging, origin certification, and branding could further elevate product value. Moreover, increased processing capacity would enable companies to mitigate seasonality effects and manage inventory more effectively rather than selling the entire catch immediately.

Aquaculture represents a significant long-term growth opportunity. Montenegro is preparing a national strategic aquaculture plan set for 2026, indicating an intention to prioritize future investments and sector development. By focusing on shellfish, marine fish, and freshwater production, the country could boost domestic seafood output without exerting additional pressure on wild stocks. For investors to engage seriously in this sector, however, there must be long-term concession certainty, scientifically informed zoning regulations, and predictable environmental guidelines. The lack of clear permits or politically influenced access to suitable sites could deter serious capital investment.

The Bay of Kotor is particularly well-suited for mussel and oyster cultivation, while specific coastal areas may support marine cage farming if water quality and ecological carrying capacity are adequate. Additionally, inland waters could facilitate freshwater aquaculture. Each production model would necessitate a broader ecosystem of suppliers providing juvenile stock, feed, veterinary services, monitoring systems, cages, and specialized equipment. Over time, these ancillary businesses could become economically vital alongside the farms themselves.

The establishment of a cold chain is essential for the entire seafood industry. Fish and shellfish rapidly lose value without proper temperature control; therefore, infrastructure such as ice plants, refrigerated transport vehicles, packhouses, and cold-storage facilities is critical. The economic attractiveness of this infrastructure increases if it can also serve multiple industries. Shared logistics systems could support seafood products alongside meat, fruits, and vegetables, enhancing asset utilization year-round instead of confining expensive infrastructure to a single seasonal product.

Potential EU integration brings both opportunities and challenges. Access to the European single market could greatly expand the market for Montenegrin seafood; however, exporters would need to comply with stringent requirements related to traceability, hygiene standards, veterinary controls, and residue regulations. Laboratories and quality-control systems should be considered integral components of the commercial infrastructure within the blue economy. Investments in these capabilities will directly influence how much value Montenegrin producers can capture from international markets.

The scope for development extends beyond food production into marine services. Fishing and aquaculture enterprises require maintenance services for vessels as well as refrigeration repairs and marine electronics support. Environmental monitoring also generates demand for surveying services and water-quality testing expertise. These activities have the potential to create skilled employment opportunities throughout the year, reducing dependence on tourism-driven seasonal employment.

A primary risk lies in repeating past mistakes associated with property-led coastal development. Rapid investment attraction through marine concessions may lead to ecological overestimation or environmental conflicts later on. A credible strategy for developing the blue economy must start with scientific area mapping, habitat protection measures, and transparent long-term concession frameworks. Sustainable practices are essential not only for ecological preservation but also for ensuring that marine assets remain viable investment opportunities over time.

Montenegro does not need to emerge as a leading European seafood producer for its sector to have economic significance. A relatively small number of professional aquaculture operators combined with strengthened fisheries organizations and modern processing facilities can foster a substantial domestic industry, as well as export opportunities. The Adriatic Sea already shapes Montenegro’s global identity; thus harnessing this natural resource into a productive marine economy is crucial for its sustainable future.
