Montenegro is set to implement new visa requirements for citizens of Belarus, China, Russia, Saudi Arabia, and Türkiye starting November 1, 2026, aligning with European Union policies. This change is expected to significantly influence the country’s tourism industry.
In 2025, visitors from Russia, Türkiye, China, and Belarus accounted for a total of 427,106 arrivals and approximately 3.23 million overnight stays, representing nearly 22% of all foreign tourist nights recorded in Montenegro. Among these markets, Russia was the most significant contributor with 2.41 million nights spent by its tourists. Turkish visitors followed with around 640,000 nights, while travelers from China and Belarus contributed about 115,000 and 60,000 nights respectively.
The extent of the impact from these new visa regulations will largely depend on the ease of obtaining visas. Currently, applications can be submitted at VFS Global centers located in Russia and Türkiye, with additional centers planned for the other affected nations. Montenegro is also in the process of developing an electronic visa system; however, a launch date has yet to be announced.
Standard processing times for visa applications can take up to ten days but may extend to as long as 30 or even 60 days under certain circumstances. Such delays could potentially deter short vacations, business travel, and spontaneous trips.
As the new visa regime approaches, clarity regarding fees, documentation requirements, processing timelines, and the locations of application centers will be critical for mitigating any adverse effects on tourism.
